Our fact finding over a case
of trafficking of a minor girl from religious minority;
Muslim that the victim girl was being trafficked before by
some local miscreants and incidents were came to our
notice twice. As alleged several complaints were lodged at
Basanti police station against the perpetrators but all
went in vein. First time in the year 2006, when the victim
girl was only 14 years old, Safikul Mistri, one miscreant
of about 37 years old kidnapped her and tried to sale her
at Mumbai. As reported, her family members lodged a
complaint at Basanti police station against Mr. Safikul
Mistri. But police did not pay any heed to their
complaint. The family members of the victim asked help
from Mr. Mintu Molla; a local activist of a political
party, he with the help of his companions rescued her from
Howrah station and handed over to Basanti police station.
As we have been informed that the victim gave her
statement against Safikul at the police station but police
did not take any action. In 2008 she was reportedly
abducted again but rescued from Santragachhi railway ward.
On 05/11/2009 at around 7.30 pm
Asraf Mistri and Manirul Moral came to the victim’s house
and abducted the victim girl by tying her mouth. Next day
on 06/11/2009 Mr. Ayub Ali Midde went to Basanti police
station to lodge a complaint but he was refused by the
then duty officer
of Basanti Police Station,
the complainant was told by the then duty officer that in
absence of Officer in Charge or second officer of the PS,
no complaint, but somehow the incident was registered with
a General Dairy Entry No. 344 dated 07.11.2009 at Basanti
Police Station while Mr. Ayub Ali Midde went to the police
station. On the Same day the father of the victim girl
made a petition under section 156 (3) of Criminal
Procedure Code at Additional Chief Judicial Magistrate’s
Court, Alipur in accordance to penal provisions of
363/120B of Indian Penal Code, on 09/11/2009 he sent one
written complaint to Officer in Charge (OC) of Basanti
police station by registered post. On 11/11/2009 he got
information that his daughter was in captivity at the
house of one Mr. Sajan Laskar at village Sangrampur -
Kachhua under jurisdiction of Usti police station,
District South 24 paraganas. Soon he informed everything
to the police but they did not take any action to rescue
the girl. Then Mr. Midde along with his wife and other
villagers reached at Sajan Laskar’s house and rescued
their daughter. The culprits fled from the place after
seeing Mr. Midde and his wife. On 12/11/2009 Mr. Midde
again lodged a complaint against the perpetrators at
Basanti police station and one general dairy was entered
having number 605 dated 12/11/2009. The mother of the
victim girl made a complaint with all the details to the
Superintendent of Police, 24 Parganas (south) on
19.11.2009 with request for immediate appropriate actions
against the culprits. The family was informed by the
policemen that on 23/12/2009 the victim girl would be
taken to the Magistrate of Alipur court to record her
statement according to section 164 of Criminal Procedure
Code (Cr. P. C). It was reported that police personnel of
the said police station took Rs.150 from the father of the
victim in pretext of fuel charge and arrangement of lady
police personal. On 23/12/2009 she was taken to the court
by the police. Mr. Midde also reached at the court and he
saw his girl at the court lock-up. He reported that, he
had to spend Rs 300 for her girl’s timely handover. All
these transaction of money was actually reflected utmost
irregularities and corrupt practice of police personnel.
On 24/12/2009 while our
activist along with the father of the victim visited to
Basanti police station for an interaction with the Officer
in Charge of the PS, at that time he was not present at
the police station. But we came to know from the duty
officer that police initiated one case of theft against
Ayub, the father of the victim and not divulge the case
number or other relevant information but threatened him,
that any time police can arrest him. It clearly shows that
to camouflage their misdeeds they fabricated the case
against the poor father of the victim girl. |
