Previously we got information
of an incident of physical assault and verbal abuses
perpetrated by the posted Border Security Force personal
on the victim

Chandra Gain, son of Mr. Kanai Lal Gain, aged about
46 years, resident of village- Ramchaki, post office -
Gopalpur, under Haroa Police Station of 24 Parganas
(North) and on 18.12.2009 we lodged complaint before NHRC.
The complaint was also lodged before Inspector General,
Border Security Force and Inspector General of Police (Law
& Order), West Bengal.
In a recent development of
the situation we came to know that on 19th
January 2010 Mr. Hari Das Mondal, a member of Ghojadanga
Gram Panchayat with two villagers namely Mr. Gopi Ghosh
and Mr. Arabinda Biswas came to the house of the victim at
about 11.00 am in the morning and asked him to accompany
with them to meet one officer from Border Security Force.
They reportedly did not disclose the location where they
intended to take the victim. The victim being afraid
called us. We told him that he was under no compulsion to
meet any person of Border Security Force until and unless
he is served with proper notice. Then the victim refused
to go with the said men. But the said two men forcibly
took the victim. Then the victim was taken to three Border
Security Force personnel led by Mr. Pawan Kumar, Assistant
Commandant attached with Ghozadanga Post who were waiting
on the way in their vehicle (Maruti Gypsy). We managed to
talk with one of the said Border Security Force personnel
over mobile phone Mr. Hari Das Mondal. The said BSF jawan
refused to disclose his identification and even he refused
the particulars of the officer of BSF who wanted to meet
with the victim. We tried to convince the said BSF jawan
that such act of taking away the victim without serving
any proper notice is minimal to any due process
established under law. The BSF person did not pay any heed
and the phone line was cut off. Then reportedly the victim
was abducted by the BSF personnel in their vehicle. From
that moment the mobile phone connection of Mr.
Harish Chandra Gain is also in switched off
mode.
The victim now being in the illegal custody of Border
Security Force is at the apprehension of serious danger to
his life and liberty. There is strong possibility that any
illegality may take place with the victim in order to
falsify his allegation brought against BSF.
