We have conducted fact finding
in the bordering village of Char Parashpur, Jalangi Police
Station; District: - Murshidabad, West Bengal where on
8.8.2009 about 20/25 villagers including women and minor
girls were forcibly detained at BSF Observatory Point (O.P.)
no. 2 under Farajipara BSF BOP Camp, Police Station-Jalangi
by the perpetrator BSF personnel. The victim-villagers
were allegedly beaten severely and number of victim women
and two minor school going girls were sexually assaulted
and molested during the incident. Some of the victims were
admitted in hospital for couple of days. The
victim-villagers lodged complaint at local Jalangi Police
Station and also before higher administration of the
district but there was no respite till date. Our attached
fact finding report gives details of the situation.
We found
that BSF had established a reign of terror in the locality
in the name of protecting the border. The villagers had to
abide by atrocious dictums of BSF and slightest violation
thereof led to brutal physical assault and harassment.
The
right to life and the right to livelihood of the villagers
as guaranteed under Art.21 of the Constitution have been
grossly violated due to the atrocities and torturous
activities carried out by BSF in the name of safeguarding
the border and there are widespread criminal activities in
the porous Indo-Bangladesh border with the blessing of a
section of BSF.
